Prism Windows (version 3 -5) won't start, complaining that it can't find VIC32.DLL.

Prism Windows (versions 3-5) requires VIC32.DLL to run. Prism 3 and 4 use it for importing and exporting pictures. Prism 5 uses it only to import images. Even though its function only applies at those times,  Prism (versions 3-5) won't start without it. In contrast, Prism 6 does not use VIC32.dll. 

The Prism installer puts a copy of VIC32.DLL into the same folder as Prism.exe and this works fine for virtually all computers. But in some configurations, Windows doesn't like having the VIC32.DLL in that location. In those rare cases, Prism won't start and complains that it can't find vic32.dll.

To solve this problem, place a copy of that file into either  C:\windows\system or C:\WinNT\System (depending on which version of Windows you use). Now Prism should start ok. If you can't find the file on your computer, download it here
